How do you even Chair a health board with no experience in medicine or health care? you can have a lay-chair, as long as there's someone clinical there to do the proper stuff. It's difficult to know exactly what this means. There was not in 2000 nor since then has there been anything called Sheffield Health Authority or anything like it. South Yorkshire Strategic Health Authority was subsumed into Yorkshire and Humber Strategic Health Authority in 2006 and it may have been called NHS North East for a while, and from 2011 this became part of an NHS SHA cluster called NHS North of England. Non-Executive roles in the NHS are usually paid, and have been so for some time. The rates are more or less set by the Department of Health, and go from about £6k per annum for a basic Non-Exec position (probably 12 meetings per year) to £24k for the chair of a larger organisation. (I'm simplifying.) So I'm very surprised that he has listed this under volunteering.

They're not Quangos, they're usually either arms length bodies of the Department of Health or non-departmental public bodies.
