I am against a windfall tax. We already tax dividends, bonuses and employee rewards so a system is already there for the government coffers to benefit as companies make more money. In any case it looks like the government proposal will see oil and gas companies getting around it by funneling money into "investments". The Corporation tax rate on large companies has fallen from 33% when I started work to 19% currently. For smaller companies it has fallen from 25% to 19%. That is a massive fall. It is almost a 50% cut for large companies. By contrast the main rate of corporation tax in the USA remains at 35%. It's also the case that the production costs of electricity, oil and gas have not risen substantially in the past two years, but the market price has. This is due to gas shortages, and the electricity market being priced in terms of gas. So the cost of producing 1Kwh has risen maybe 5%, but the price you can charge for it has nearly doubled. At a point when government and personal finances are stretched it makes a lot of sense to tax energy producers more heavily on their excess profits. The boss of BP has pretty much suggested it is ok. It's not a good look for BP and Shell to make record profits while consumers are struggling. I think BP reckon It's going to be cheaper to pay a one off tax than to risk a permanent tax rise on their profits. They can afford to look like good citizens at the moment.
