I think I know the answer to the boat questions. I need an International Certificate of Competence, with a CEVNI … addendum? For European inland waterways. Hopefully this would also allow me to pilot a small 100hp motor boat in Mediterranean coastal areas.

I sailed as a young teen on a 60ft and have been a deck hand/first mate on a private 30ft day sailer I didn't need a licence to be there myself just common sense and an observance of healthy and safety rules, on canal boats there are three main types that I know of - (https://en.wikipedia.org/wiki/Narrowboat) - this is an accurate understanding of it.

Summary:
You don't need a license to 'Holiday rent' a canal boat as there is typically a tutorial for novices etc on how.
Ownership of a canal boat of any size including Dutch barges on British waterways requires a CRT license, safety certificate and  marine Insurance (see above for full details), Dutch/Netherland rules are slightly different.
Sailing as above, sorry I can't help more as my knowledge is limited to passenger/first mate etc. but hopefully the above will help guide you right, also Canal and River Trust for all things British canal ways. The size of the canal boat also matters so for starting off I would recommend 35-60ft max before moving up to 70-100ft due to handling qualities - rear steering like an American muscle car from the 60's on ice!

Good luck Lazy, I hope you do go down this route as it is fun, I have been in charge of the boat and driven it, even though I don't drive a car I have ridden a motorbike on a provisional back in the day.

I jumped from a barge on the Leeds Liverpool canal in the 80s. Misjudged how far from the canalside we were. White jeans ruined.

Just to clarify, I jumped in the water, I wasn't scared and shat myself.

Had a 2 week barge holiday starting from Godalming and going up the Thames. Had a border collie at the time who loved water. He kept jumping over the side once he had discovered we were surrounded by water.
