Five unrelated women in a small town give birth to babies with small tails. The prime suspect is a man who can shape shift into whomever he wants.

To be serious I think anyone who pays tax towards the country should be able to vote, I don't know what the circumstances are for ex-pats, we need a tax expert to explain.

It depends. Some of them will pay tax here. Some won't. Tax is both a simple and a complicated subject.
I think it's fair to say most people don't go abroad for the tax advantages, but that doesn't mean they won't take advantage of the opportunities if they are on offer.

I was going to add an <edit> listing exceptions but thought... <edit>also I assumed that people would understand I was talking about ex-pats and not take a cheap shot for comedic effect but I sometimes I forget what this place is.
