In principle yes, but I'm not aware of having a single utility bill in my name. Annual bank statements do count, but since I share an account with the Preferred Mammal it's still no proof that payments were made by me in the UK. People caught up in the Windrush scandal were presenting evidence that they'd lived their whole lives as British citizens in the UK and were still not believed. Now, I hear that the department dealing with the EU settlement scheme is very friendly and helpful because they are at pains to avoid another such disaster and I've got the means to get lawyered up if need be, so I'm sure it will be "fine" eventually. Still doesn't make the whole process right. Interestingly the fact that I've been on the electoral roll at the same address for 20 years doesn't count as evidence either (it might if it comes to talking to an actual human being but it's not listed as permitted documentation).

I had (indirect) dealings with the Home Office regarding a client. They don't understand basics of the tax system or how people work.
He is a UK citizen now, but was initially threatened with deportation and lost the right to work for 3 months. It is crazy. Apart from the several thousands pounds he had to pay to get his family UK passports it cost another £15-20,000 in lost earnings. It wouldn't be so bad but he was a contractor for the Met Police, so presumably had passed at least basic security checks and may be fully checked.
My advice would be if you want to live somewhere permanently or semi-permanently you need to be a citizen of that country. Anyone else is effectively living somewhere based on the goodwill of the government. Which is not a strong basis to make long term plans.

Again, being a citizen of this country did not help the victims of the Windrush scandal one iota. British/German dual nationality only became a possibility from the German side (and only with another EU country, so it's not going to be an option after the UK leaves) after I had moved here. My understanding is that other countries like the Netherlands still don't allow it. By the time things had become a bit clearer I realised that I wouldn't qualify for permanent residency, therefore couldn't get UK citizenship either. So I'm effectively stuck. I will obviously not give up German citizenship, not with an elderly mother in Germany and the prospect of losing EU citizenship.

I'd like to point out that there is the question of which arsehole is in charge of your case. In Cameron's Comprehensive Spending Review 2010, we were told to reduce staffing costs of 25% over 3 years. Who had to take a 'voluntary' redundancy? Well it wasn't the feckless middle management cunts. So you were left with a bunch of useless wankers running the show, supporting a bunch of their mates clutching dearly to their pensions because there is no way they would survive in the private sector. There were some good people there, don't get me wrong, but they all fucked off. Fed up with covering for colleagues who's attitude was 'Why bother?'. It makes me mad as a lorry to this day.

I don't think India allows dual citizenship either. It's a big issue for families, who don't want to tear away all their roots.
Obviously while we were good EU members it didn't seem to matter much. Can you use your employment records to prove you've worked in Brum for years? Your p60 each year will also have your address on it. You might be able to check your tax records as well. A lengthy PAYE record should show you have been resident here.
