It is quite clear that Jeremy Hunt, who presided over this is completely unfit to be prime minister. It's also quite clear that a large proportion of the population are comfortable with underfunded public services. When I worked for a local authority they ran a survey of what residents felt their council tax should be spent on. The results were predictably depressing.

It's all so sadly predictable. I can't think of a single time in my voting life, I've been on the winning side of anything. All the while, my generation and the one after get told we're frivolous layabouts, despite evidence that we pay higher percentage of wages for rents and have less disposable income than previous generations.
But ultimately, we can't even be assed (in general) to turn out and vote to change anything. Instead, the Tories continue to vote in their fucking interest and poor misguided individuals vote for Boris, who for some reason has managed to persuade people that Brexit is in the public interest and he's a viable option for prime minister of the people while pushing for lower corporation tax and a reduction in tax for higher earners.

It's in a terrible building in a closed in 1970's shopping centre that was past its best by 1980. As an example there are 3 lifts to the car park of which at any time one is working. When it breaks down the council fix whichever of the 3 is cheapest. The buildings are also riddled with asbestos. The library has been shut twice for lengthy periods to remove it. No doubt it is still in other areas of the complex. They were going to close the library completely, but it turned out that they had sold the building and taken a 99 year self repairing lease. So they would have to pay about £0.5m a year for an unusable building. Or pay for the repair. Even Birmingham council* was shamed into paying for the repair.
They do now own the shopping centre so there is some hope of knocking it down and eventually building something less awful. Hopefully with a nicer library.
* Most of the worst decisions were made when the Tories ran the council. Most. The Labour run periods have also been pretty poor.

Brexit (especially a no deal version) will be fine for Boris and his ilk. And, as PM, he will be able to buy back his water cannon to deal with the ensuing civil unrest. He may need to call out the army though, given the reduction in police numbers

Right, I've done the decent thing* and removed my vote for prudy01 and voted for Mayonnaise. Even if we lose,at least I'll have voted for what I believe in, and not just voted for the option most likely to defeat salad cream. *Not that. The hose pipe is knackered and modern catalytic converters mean that's all too much effort.
